You mean reduce the size without loosing information?

First, save as a Tif.
Then in the image size dialog box uncheck the resample image check box.
Then resize the horizontal/vertical size of the image.

What this does is make a smaller image, but with all the original pixels intact. The size of the file can be reduced if you use the LZW tif compression method, and there will be no lose in quality.

Is that what you want to do?
