– How do you rotate a "selection" form without rotating the layer contents?

I’m trying to punch a slightly tilted elliptical hole in a background. I created the ellipse, but need it slightly angled, and can’t turn it without turning whatever’s inside it on the current layer it’s on (it’s cutting the layer with it).

Any suggestions?

Select > Transfvorm selection. Grapb a corner and rotate the selection.
