Adding layer masks to both the Original jpg

Trying an OOB tutorial
(http://www.worth1000.com/tutorial.asp?sid=161043 ) where it asks to "add layer masks to both the Original and the Frame layer" but with the original jpg highlighted in the Layers Palette, the "Add Layer Mask" is grayed out. I can do it with a copied original file but no luck with original. Any suggestions?

The original file has a padlock icon in the layer window, which I am unable to effect.

Secondly, the tutorial shows the original JPG file above all the added layers but I also cannot move the file to the top of the Palette.

Any suggestions would be most helpful to this newbie. I am using Photoshop CS2 in a Windows XP Pro OS.

That’s because it is a Background. Change it to a Layer by Alt-double clicking on it in the Layers palette.
