Text problems in Photoshop

I am trying to make some buttons for my website. These are rather small graphics and they are basically just text. When I upload them to the site, they turn out fuzzy. Is thier some tricks in PS I could use or is there a better program for this type of graphic?

Are you working on them at full size in PS?
Are you displaying them full size on the Web site [anything other than full size is illogical!]?

Also check to see if you are saving them as .gif, .jpg does terrible things to type and you may want to change your type settings in the option tool bar to strong.
