PS 5.5 drop-down headers obscured

I have PS 5.5 which I use on a 19 inch monitor. When I turn PS on, the top drop-down headers such as FILE-EDIT-IMAGE-LAYER, etc. are obscured by my office short cut bar which I want to stretch across the full top of the monitor. This means every time I must go to the bottom of the monitor and pull down the bottom of the PS page about 1/4 inch to expose the PS drop down headers.
It seems like I didn’t have to do this a long time ago.
Any help would be appreciated.
