The Menu "Snap to…Guide" function Does Not Work (PS 7.01 )

I have the "Snap to… Guide" function selected/check mark. However, when I insert a graphic it stays put and does not "snap to" a guide. I checked Help section, Knowledge base already. Is there a particular setting that I am neglecting ? what is my problem and solution ?

You mean paste onto a new layer. Right?

The snapping mechanism does not have any effect on the poitioning of a layer. And I cannot imagine quite how it could, as a layer doesn’t necessarily have a well-defined edge, unless you think in terms of the most peripheral pixels.

In Help its say: "Snapping helps with precise placement of selection edges, cropping marquees, slices, shapes, and paths." – no mention of layers.
