Tracing a layer

Here’s the situation. I have two maps… one that has boundary lines and one that doesn’t. I need to somehow trace the boundary lines on the first map and then overlay those lines on the second map. What, if any, is the best way to accomplish this?

Sorry… forgot to specify. I’m using Photoshop 6.0 and both maps are jpegs. Thanks guys!

The best way would be to use the Pen Tool to create paths that follow the boundries. Transfer the paths to the other file then stroke them.

If you are better with selections, you can make a selection of the outline (via say, Color Range or Magic Wand), and convert the selection to a path.
