Can’t find conditionals

I am trying to use a conditional in my action. The Manual says:

"Choose Insert Conditional from the Actions palette menu, or click the Insert Step button at the bottom of the palette and choose Insert Conditional."

However, there is no little icon at the bottom of the palette, nor a menu item "insert Step".

How do I set this up?

Conditionals are available in ImageReady Actions only, not in Photoshop ones, alas.
