Mask opacity problem

I’m working In PS7 and am adding a mask to an image. When I paint on the mask to mask out part of an image I can still faintly see the image. This happens when using either the eraser or the paint brush tool. The opacity and flow are both set to 100%. It seems if I’m masking out a light color it works but if it’s a dark color I still see a faint tint of the color. I’m sure there’s some setting somewhere but I can’t find it. If I just try to paint or erase on the image it works fine so the problem lies in the mask. If I draw a path on the mask and fill it with black it works fine.
