JPG File Sizes

When I choose FILE>SAVE AS> JPG> image quality=5 my file size is about 80k. If I use Save for Web with 50 as my quality, my file size is about 5k. What is the difference. I have searched for 2 hours to try and understand. Please help. Thank you.

Save for web is just that a file saved for web use. this file is has no meta data or thumbnail preview.

and the profile can be turned off.

Save for web = image only

Save as (jpeg) = image + other stuff.
