PhotoShop 7 – “Scratch Disk is Full” error when opening application

2GB of RAM, 65 GB of free space on single-hard-drive (and single partition) PC (Dell GX280)running Windows XP.

It’s a new installation of Phototshop 7.
Not related to editing, no photos are open.
Not user related – already deleted Preferences file (error happens for any user including Administrator)
Removed and reinstalled Photoshop several times. Even first launching of application generates error.
75% of RAM dedicated to Photoshop.
C drive is not fragmented.
Can’t adjust resolution settings because no file is open. After hitting OK after the error, application opens and operates normally. Tried adjusting ScratchDisk settings, no luck.
The Application Help files only show how to adjust ScratchDisk settings. Knowledgebase mainly deals with scratch disk issues pertaining to an open file. What else could be causing this error?

Jeff, the only things that occur to me are the following: – You might have another application running that eats up memory. – You might have too many temp-files somewhere on your computer. (Removing them could help.)
– Your scratch disk has been set to something other than the drive where you have 65 GB of space, but I presume you have already checked this.
