Error – Photomerge command not available

I’m trying to stitch and keep getting this error on both my XP and XP64 machines – any idea whatis going on?

What steps are you doing exactly? I prefer to put the images in a folder and run Photomerge on that folder. Works better if the images are aligned the same, in other words, don’t have one at an angle to the other.
