Courtney: One way is to use the Rectangular Marquee selection tool, with mode set to Fixed Aspect Ratio, then set a height of 3 and a width of 4. When you then draw the rectangle with it, it will hold that ratio. Once you have the rectangle where you want it, go to Image>Crop and you’re done.
