PSE 4 Layer styles

I have an iMac with 10.4.8 and Photoshop Elements 4.0. I cannot seem to make the layer styles work. I have used the Adobe Help and am certain that I am correctly following the correct procedure. The Filters and Effects seem to work OK. Has anyone else had problems like this?
