File / Open, then navigate on your hard drive to a location like..

Windows : C:\MY DOCUMENTS\MY PICTURES

Macintosh : USERS\your username\PICTURES

Do you have an antivirus program, especially Norton, installed and running? If so, disable it and try again. If not, post back for another suggestion.
