How do I crop a picture with an initial resolution of 3008 x 2000, and ensure that the result has the correct proportions to be resized at 1024 x 768 pixels without any distrotion due to stretching in one direction or the other.

Use the Rectangular Selection Marquee Tool, set it to fixed size and enter 1024 x 768 for its dimension. Copy the portion you want from the original picture (Edit / Copy). Then, click on File / New from clipboard. This way, you’ll have your picture at the right dimensions.
