Disable the Palette Bin

I don’t use the palette bin and would like to disable it. I can close it but when scanning, it re-opens between scans, or if I quit the program, it comes back when I restart it. Is there a way to disable it and keep it from opening when using the application? Alex

Unless you actually mean the palett bin in a Photoshop version pre CS?
