I swear that in previous versions of Photoshop I could right-click on a layer with layer effects and make the effects permanent with a "render" command. It must have been moved or renamed and I feel like an idiot for not being able to find it.

I can flatten the image of course, but that has some undesired side effects. Help shows me a menu item for a script called "flatten all layer effects." Is that the only option? Was this command moved in favor of an external script?

Try converting the layer to A Smart Object before applying Effects.

You should then be able to Rasterize Layer individually from the Layer menu..
