Photoshop CS2 9.0.2 started giving this message after working fine for at least a year. Photoshop CS3 also started failing at the same time. The messagebox comes up when I try to open a file, any type, and also if I say File>New and click OK.
At or about the time things went bad, I was installing Imageprint RIP by Colorbyte Software. It doesn’t appear to copy any files to the System32 folder except LibIccDll.dll which I didn’t have before.
I tried clearing the preferences files on both versions of Photoshop. I reinstalled both products. I didn’t want to uninstall because of the difficulty I had getting CS2 activated.
No new fonts have been installed.
I uninstalled the imageprint rip – no difference.
Windows XP Pro up to date.
F-Secure Virus & Spyware up to date.
Intel Dual Xeon 3.0 gig processors.
4 gig ram.

It’s hard to use Photoshop if you can’t open any files.
I hope somebody has some ideas.
