I have a series of images I need to resize them all and resave them to a new folder. can this be done with a macro in Photoshop?

Yes. In Photoshop a macro is called an Action. The controls for Actions are on the Actions palette. Read the manual or help section for general principles, then try creating some Actions to see how they work.
