Creating arcs

I have scanned in a street map & I’m trying to improve the map by re-outlining the property lines. This is no problem as long as I’m dealing with straight lines but I cannot figure out how to create arcs to outline the cul-de-sacs. I can create circles but their filled.
Is there anyway to create arcs?
