PSE 3 requires a screen resolution of 1024×768 minimum. I think that’s your problem.

What you say may be technically correct, but with only one or two exceptions all the other windows / screens of PSE3 appear without truncation.

Yes, but this one doesn’t. That screen rez is what it says on the box.

I cannot imagine why anyone would use a lower rez – particularly if they are into digital imaging.
