Photoshop elements 3/W98SE

I purchased P.S. elements for a WXP pro machine, but decided to use it on a W98 SE machine. Can I install it on a W98 Machine with all the hardware requirements. I don’t have to use the organizational capabilities just the photo modification features. Is this possible?
