I’m not sure what exactly you are looking for, but you can use layer styles (Outer Glow, Stroke with Burst Gradient) to some degree. They calculate with sub-pixel precision, though they still may getr "rounded off" to the wrong values and look crooked for some cases. In my experience the overall perception of "heaviness" is more or less merely a matter of changing the antialiasing pattern (or at least it’s perception). Also experiment with the different AA settings in the first place, of course.

…. or use a more suitable program. What are you trying to do? Trap the type? What’s the final output?
Adding a border to type will make most typographers cringe. When you do this you distort the character shape, fill in the bowls, distort the serifs, and general destroy the look of the font that the typographer spent hours building.
If you want more punch for the type, enlarge it, choose a bolder font, or use color for the impact. But please don’t stroke the characters.
For a quarter of a point, maybe try Faux Bold (Character palette).
I’m still wondering if this is for trapping purposes, but it seems like an excessive amount.
