Import PDF problem on PS CS3

When importing a PDF created from InDesign to Photoshop, the size is wrong. I’m importing a 24×36 pdf and it comes in at24x16. I’ve tried every ‘box’ setting, media, bleed, crop, bounding, and none work. I did a text in CS2 and it came in fine. Is this a bug on CS3?
