Pixel aspect ration in CS4

Can anyone explain why, in PS CS4, the pixel aspect ratios have changed? e.g. PAL 4:3 has changed from PAR 1.067 to 1.09 and 16:9 from 1.422 to 1.46. This is also the same for Premiere CS4.
