CS4 Tabs

I installed CS4 about three weeks ago. For the first two weeks, I was able to drag layers between tabs. About a week, this simply stopped working. I drag a layer, but the other tabs never highlight or show any signs of becoming active.

Anyone have a solution to this problem?

You need to drag the layer from the image. It doesn’t seem to work when dragging from the layers panel.
