I have purchased a new computer running windows 7 64 bit. I transferred all my photographic folders to the pictures library of the new computer from an external hard drive. Adobe bridge CS4 cannot see these transferred folders but it does see photographs that I have scanned in. I have done the cache purge thing, possibly incorrectly, but stiil these folders do not show up in Bridge.

I am running OSX not Windows, but I suspect you are not going to have a very different Photoshop experience. Usually you would have to navigate to the folder where you have located your image files.

In Essentials mode make sure you can view the navigation pane on the left. If not, clicking and holding on the left edge of the frame will allow you to drag the frame to the right to open that pane and/or adjust the size.
From there you should be able to navigate to the appropriate storage folder location.
