cannot obtain online HELP

Have installed Photoshop Elements 2 on system using XP operating system. Use both Internet Explorer and Netscape 7o.1 browser, together with PAC BELL DSL service.

When I depress the HELP BUTTON in the upper right corner of Elements, I get a page that says:

"Internet Explorer was unable to link to the Web page you requested.
The page might be temporarily unavailable."

I really don’t care if IE or Netscape is used, but how do I reset whatever is necessary to reset so that I can access Adobe’s HELP system?
