Can I convert image to look like Atari or NES style?

I have Photoshop 7.0 and what I want to do is to take an image, and make it look like a old school game image. For example, if i took a image of a flower and made it look like a flower might look on the old NES or Atari. Like built with only a few blocks of color… Does this make any sense? And is it even possible with Photoshop or anything else?

Try Image>Adjustments>Posterize.

do a Google on "pixel people" and you should come up with a few hits on tutorials of actually how to create all kinds of pixel objects, Try the Computer Arts Magazine(UK-based) website too, as they have a couple of tutorials on this subject.
I have a few back issues also.

Filter > Pixelate > Mosaic > play with settings.

Posterize is not what you want…
