can someone help me:
when im trying to fill an eliptical circal marqueee with a color it goes out of the circle, i want it to stay in the circle
Set your feather to 0 before using the Eliptical Marguee tool.

one more thing, i want to add an effect where i can add "bumps" to an image so a round red circle will look like a headlight
It’s relatively easy. After drawing the initial eliptical shape, use either the same Eliptical Marquee tool to draw a smaller circle in the correct place. While it’s still a selection, copy and paste and use the move tool to position it on the other side also.
