any idea about how to progressively compensate for blurred / low contrasted parts of an image ?
Is it possible to apply a kind of "gradient" filter ?

For low contrast and probably blur – the easiest way is to select the areas you wish to enhance – then feather (you will need to set a high number – experiment!) Then use levels – curves – contrast – whichever you prefer!

Duplicate the layer. Do your blurring or whatever on the top layer and make a layer mask with a gradient.
