Can anyone help me out on how (if possible) something like this, or very close to it, is achieved in photoshop?

Various ways. Filter>Cutout, Image>Adjustments>Threshold, or Posterize, or convert to Bitmap 50% Threshold, or combinations of them all.

Play with it.

First of all, Ed, I enjoyed your artwork very much.

As for the OP question, the images shown in IMDB, to the best of my belief, are mixes of sketches and real black and white negative pictures (Ctrl-i). These artworks are also so impressive. A close result could be achieved by turning the (bitmap) original picture into vectorized version, then rasterizing the vector version again to any resolution. The method is explained in:

Using threshold only will NOT give that sleek look in most cases. Impressive artworks cannot be obtained in a glance! and, Ed, you know that.

edjh listed the way to pursue your goal, HOWEVER keep in mind that the image has to be particularly susceptible to the treatments. The pictures in question are either drawings, or partial drawings over a photographic look. Most photograph isn’t going to yield the same quality look.

Not really a PS answer –

But something somewhat similar is a free application called Ink9000 [formally known as inkulator]

http://inkulator.sourceforge.net/

It involves the use of 3d OBJ models
