Just a quick update to this. It would appear that once a file has loaded, Photoshop responds OK and the slowdown is not apparent. The slow down also only affect Photoshop. Image Ready and other programs are unaffected by it.

do you have auto f/x plugins? search the forum for more info. you need to move the extra, non plugin files out of the photoshop/plug-ins folder structure. if not, what’s showing on the splash screen when it appears to hang?
It hangs before the splash screen appears. When it finally appears, the loading appears the same as before. No auto f/x plúgins either.
I’ve un-installed Norton IS and Photoshop reverts back to normal, so it must be linked, but not sure what it could be.

There was a weird problem back in January with NIS where some programs would hang like that. I had it with Office apps but some people reported it with Photoshop. Strange if it is the same thing and you are not seeing it until now.
The problem was related to VeriSign and digital certificate revocation. The temporary fix was to go into Internet Options in IE and, on the Advanced tab, uncheck "Check for publisher’s certificate revocation". Might be worth a shot. If this is the case, there should have been a proper fix by now I assume so you might want to check the Symantec and/or VeriSign websites. I’ve just left this permanently turned off in fact.
The plot thickens.
It would appear that removing NIS on its own, doesn’t solve the problem, I also have to unplug the network cable that goes into an ADSL wireless router for Photoshop to get back to normal. The trouble is I’ve made no changes that I’m aware of other than the Live Update from NIS. Any ideas? or can someone point me to a forum where this might get answered from a different angle?

Solved the problem by tracking it down to the default printer on the PC looking for a network printer with an incorrect IP address. setting the IP address on server solved the problem.

Identical problem in Photoshop Elements 2.0. Takes a long time to get to splash screen. Once splash screen is displayed, everything is back to normal. I checked my default printer after reading Gary’s comments. My default printer is an HP laserjet with its own IP address. IP address was ok, but most of the time, the printer was switched off. Sure enough, once switched on, problem goes away.
However, what’s still confusing is that application runs normally from other login IDs, even if default network printer is off. I’m on Windows XP/SP1A.
Wish Adobe would post a fix or at least some comment about this.
