Migrating from 7.1 to CS2…

Dragging a layer effect onto another used to clone it… now it just moves it. Holding down CTRL or SHIFT doesn’t help designate the move as a COPY and not a CUT.

How do I clone effects from one layer to the next in CS2?

Hold down Alt BEFORE you click & drag – Alt doesn’t modify the effect as you carry it out as it would say with a selecion tool.
