There are many ways.
For starters, f the picture is grayscale (Image->Mode->Grayscale), you’ll need to convert it to another mode–a grayscale-mode picture can never contain any color, by definition.
The easiest way to do what you want is Image->Mode->Duotone, then in the Duotone dialog choose Monotone and select your blue.
Or, you can convert the image to RGB color, then:
– Edit->Fill in Color mode using a blue color; or
– Create a new layer, fill it with blue, and set its mode to Color; or
– Image->Adjust->Hue and Saturation, check the "Colorize" checkbox, and move the Hue and Saturation sliders until you get a color you like.
