What is this a picture of?
As a publisher of magazines that often tells authors to submit 300 dpi images I can tell you that what your publisher is expecting is an image of relatively good size (5" x 7") at 300 dpi.
DPI by the way is "Dots Per Inch" so that 5×7 would be 1500 pixels by 2100 pixels.
If the image will appear smaller, then the publisher will downsize it inhouse. If the image will be printed larger, the publisher will ask you for a larger version (and cross his fingers that you have an original larger version, not simply one you upscaled).
