Unavailable Photoshop filters?

I’m trying to create a reflective surface on a layer similar to glass. I want to be able to look through to see things like text underneath. Now, when I’m trying to create the glass it tells me to start with render>clouds. That works fine. Then it asks me to use Sketch>Crome, but the sketch option wasn’t available. I’ve discovered that many of the tutorials have asked me to use filters that aren’t accessible, i.e. artistic, distort>glass. Can anyone tell me why I can’t use these filters? Thanks.

All filters work when the image mode is RGB and 8 bit. If you are 16 bit, CMYK, or another mode, the number of filters is limited.
