I’m trying to cut out the background of a picture so that I can place it in my school newspaper as only one person standing there, without the whole box look. (If that makes any sense). What is the best way to go about doing that?

There is no "best" way, all images present different challenges when it comes to "cuttting out" or Exracting.
For example, what would work on a building against a white or informally toned sky would not work with a portrait (hair) against a multi coloured background.
What they do have however is that some sort of "selection" needs to be made before the background can be removed. (tip, make a copy of the background layer and then switch off the original layer’s visibility) The tools to use include (not inclusive) are, all the Lasso tools, the pen tool (can be difficult) and a good one with informally coloured backgrounds is the Magic wand, play around with the tolerances. When you have made your selection just hit the Backspace or delete key. Also in the Filters, there is a function called Extract, which can be very effective with practise (see help). If the image you need to extract is complex (hair blowing in a breeze) do a Google for Photoshop Tutorials + channel masks or Extracting.

Another method could be to use Quickmask mode. Its the RH icon under the Foreground/Background colour swatch. You click on this icon and then you paint over the area you want to delete. Make sure the foreground/background colours are set to default (Black and white) by hitting the D key, then select the brush tool at a size to suite and paint over the area you want to delete. If this is larger that the area you want to save, just paint over the smaller area, exit QM and then go to Select>Inverse. When painting in QM mode the painted area is covered in a pink wash, if you over paint hit the X key and then paint it out again. (Painting with Black, masks, painting with White unmasks). When you exit QM mode the painted area will be surrounded by the "marching ants". This is your selection. If you delete the wrong bit just hit Ctrl+Z to undo the deletion.
