I’m Trying to Open Photoshop 7.0, but as it Start-up and Loads "Brushes" and "Color Settings" it stops and disappears.

It first occurred when a P.S.-memory-dedicated HardDrive failed. I reinstalled P.S. 7.0 but I have the same problem even with a new HD.

Is it a software problem?

Well, I can’t even Start the Program.
As described, It initiates, loads with the startup Window and vanishes from the Screen even before you are inside the program.

Again: see the FAQ about how to trash/reset your preferences. You don’t have to launch to do that.
