Ctrl-Click – Selecting multiple layers in CS

I have Photoshop CS and want to select multipl layers, not the content, so I can merge some together. Except Ctrl-Click or Shift-Click don’t work! I’m in the layer panel and I try to Ctrl/Shift-Click and all it does is select some with the marquee select tool thingy. How can I select the actual layers?

Photoshop CS2 was the first version of Photoshop that allows you to select layers like you can files in Windows, etc. In CS and everything before hand you have to link them (there is a little box next to each layer that when you click it shows a little chain link).
