Further information on behavior. When I attempt to use the blur filters, nothing occurs, there is not an indication that an action was taken (i.e. no undo available, no fade filter available, and no last filter available)
Further testing reveals that if I go down the list of filters, starting at the top and working my way downwards on the default list, the first filter that appears to work at all is the Distort-Polar Coordinate filter and all filters after than seem to work fine.
I will try disabling all 3rd party filters to see if this changes anything at all.
I’m not sure it’s just the filters. seems to be some funkiness in the menu system in general. i can’t pinpoint it, but sometimes, i click on a menu (any menu, window, filter, selection, etc) and everything in it is grayed out. i’m like "wtf?!!". then click on the menu again and everything is back to normal and enabled from then on.

Speaking of funkiness in the menu system in general – I can confirm that with my own CS3 experiences. I have noted difficulties similar to yours with the filters but there seems to be another, equally irritating "funkiness" in the menu system concerning the workspace menu.
Every time I try to change my workspace – whether one of my own newly saved [in CS3] OR one of the ones which came with CS3 such as "Image Analysis", etc., my CS3 (CS3 Extended, Windoze XP Pro, upgrade to my old CS2, FYI) freezes up and I have to force CS3 to close with task manager or wait until I get the error box and it closes itself.
In a moment of frustration with the whole matter – it is NO small inconvenience and disruption in workflow to have to manually move palettes around to get a specific workspace set up – I decided to completely reinstall PS CS3, hoping there might be a corrupted file or driver somewhere.
Nope, even after waiting forever for the reinstall/repair, the "funky", sporadic filter problems still exist and my CS3 freezes up anytime I try to open a new workspace (even if I try to switch to CS3’s DEFAULT workspace).
I’m already running my old CS2 Bridge with my CS3 Photoshop because CS3 Bridge is so bug-filled it locks up and is virtually useless. Now, I have to MANUALLY set up my workspaces every, single time I need to switch around to meet my specific workflow needs?
Add that to the funky filter problems and I’m thinking I should’ve held on to the $$ I spent to upgrade until Adobe starts releasing some major patches/fixes. IMO, FWIW, CS3 Bridge is virtually unusable in its current state. Now Adobe’s own filters and workspace options are equally useless, or else so unpredictable [filters] you can’t count on anything.
If we were still in beta, that would be one thing, but I don’t much care for paying for the privilege of continuing to beta test Photoshop’s new release. Even if I didn’t mind the monetary outlay, I DO mind the lost work time trying to figure all of this out and determine whether it’s the software or some kind of conflict within my system, etc.
I guess unless and until I see some major patches/fixes forthcoming PDQ from Adobe to fix this mess, I’m going to have to forsake all the wonderful new features and go back to my old CS2 so I can get some work done and pay the bills.
Dave, goofy menu actions were happening in CS2 as well. I never saw it when using the roller rodent, but it was pretty consistent when sequentially tapping Alt, then F for file, L for layer, etc. The desired menu would pop up with all items grayed out. However, holding down the Alt key while pressing F or whatever would work correctly. Clicking on the same menu would work fine, and after that, using keyboard shortcuts would work most of the time until exiting and restarting Photoshop. Scott Beyer stopped by here and said he would see to it, but it got only half-fixed in CS3.
When CS3 beta came out, I reported this as a bug, mentioning that Scott had been made aware of it, but it hadn’t been fixed yet. Maybe the trolls under the bridge, driven by lust for short-term gains of filthy lucre, couldn’t be bothered with this flaw, along with a bucketful of far more serious issues.
As to "wtf," I don’t know what’s that for… 🙂

I am completely removing CS3 one more time, this time removing all 3rd party plugins as well. I hope that the extra $30 being charged over previous upgrades is going to technical support for phone support 🙂
Progress report….a complete reinstall without third party plugins and the filters work as they should. I suspect it’s a conflict with OnOneSoftware plugin. I will install each product one at a time, and check along the way. Will keep people informed.

OK…I’ve isolated the issue to OnOneSoftware’s MaskPro 4.1. As soon as I install it, it interferes with the Lens Correction filter of PS and I lose the functionality of several PS filters, including the Blur.
I next renamed it with the ~ marker so it wouldn’t load, but the results were the same. I will have to remove it completely apparently.
OnOneSoftware includes Genuine Fractals, MaskPro, FramePro, and Intellihance Pro. It’s when I install MaskPro that the troubles begin.
ah interesting. i’d suggest you drop them a note and tell them about their filter misbehaving? thanks for letting us know. in the future we’ll be able to help others if this pops up again until ononesw gets the fixes in…
I’ve already done that, asking if others have reported similar issues. It’s very strange indeed.
OK, I think I have this further isolated. The problem did indeed lie with OnOneSoftware. If I rename the file onOne Library.acel (found in the plugin directory) so that it doesn’t load using the ~ in front of the name, all seems to work as intended. What you lose by doing this is the drop down menu for OnOne Software filters, but they can be accessed via the normal Filter drop down menu.

I have a somewhat different problem, but perhaps someone can assist with this.
I obtained a sample copy of Mask Pro 3 at Photokina in October 2006 for my PC (running Windows XP Pro). I installed it on my computer, but never really had the time to learn how to use it.
Like everyone else, I really hate masking and clipping, and the demonstration at Photokina looked wonderful. But like with everything else, it takes time and dedication to become good at something. And I took the lazy route: I now send images to India for making and clipping.
I never purchased Mask Pro 3. I used it a few times during the free trial period. And I then used the Windows Add/Remove Program control panel to uninstall it. I thought all was well in the world.
I have recently upgraded to Adobe CS3. When I try to launch Photoshop CS3, I always get this error message:
"Unable to Locate Component. This application has failed to start because onOneToolBox.dll was not found. Reinstalling the application may fix the problem."
When I click "OK" Photoshop goes ahead and launches. But the menu items and tools in CS3 seem to flicker, almost as though the programme is trying to do something and can’t. (I took a course in computer programming in 1966 — in Fortran. I think it was called a "do loop" where the programme just goes round and round in a circle.)
I no longer have the Mask Pro 3 CD. I went to the onOne website and downloaded a trial version of the latest version, installed it, and — yes — I could open Mask Pro 4 in Photoshop. (But the error message remained.)
When I uninstalled Mask Pro 4, the error message was still there.
I have uninstalled and have re-installed Photoshop CS3, but the error message is still there.
I called Adobe support and they’ve had me do some things — but inevitably they said that this is an onOne problem and that I should contact them. I’ve posted a message on their forum — but it doesn’t look like many people visit their forum.
Does anyone have any idea how to tell Photoshop CS3 to please stop looking for onOneToolBox.dll? Or, failing that, can you please tell me how to install onOneToolBox.dll so when Photoshop CS3 looks for it, it will find it? At present, this file is in the PlugIn folder.
You could try registering it.

and
regsvr32 <C:\Program Files\Adobe\Adobe Photoshop CS3\Plug-Ins\onOne Library.dll>
In both cases I got the error message:
"Load Library failed – The specific module could not be found."
But that’s where the onOneLibrary.dll is located.
What am I doing wrong?

Can’t help any more. That’s just a general fix that has helped some people with DLL problems in the past.
Is that the only instance of the file? Sometimes they appear in the System32 directory too.
