Photoshop CS3 window not working

I had install photoshop cs3 on my winxp pro sp2, after the installion,

I start run it, every windows tab buttons are not working……

(Layers / Channels / Paths) only Layers window can use!

so I try to use safe mode to run it, everything all right!

What’s wrong with it? Why I can only run it at safe mode.

Is that anything crash ps?
