Saving a file in a smaller size

I’m sure there is a very simple answer to this – but so far, I have been unable to find it..

I have a file that was created at normal size (about 9" x 10") in this case. I need to save it as a much smaller version – about 2" x 3". Zooming out and then saving doesn’t work. Can someone tell me what will? Thank you!

Click on "image" then Image size.All you have to do is type in the dimension that you want and There you go!

Yes, it sounds simple enough and tried previously. Just tried again. The image is about 3 times smaller than the measurement I requested! I’ll keep playing. Maybe I changed another setting I shouldn’t have touched. Thanks for your help.
