Window positioning

I’m running Photoshop on Win2k and when I open an image the image "window" opens with it’s top left corner hard to the left and top, underneath the main toolbar. I’ve tried resetting palette locations and creating new workspaces, but every image still opens in the top left corner.

Anyone had this problem or have any suggestions?

Move the tool palette down and to the right slightly and that won’t happen.
