what is the best way to create an effect similar to an image being screen pressed? i see this effect used a lot on cd artwork especially.. kind of like it has been run through a printing press.. anyone know what i mean? thanks!

Andromeda Screens and Andromeda Cutline filters are special plugins that do this effect.

You could also use Photoshops halftone screen effects, when converting to Bitmap.
