CS2 – how do i move a layer pixel perfect ?

I am sure its a simple question and perhaps a key needs to be pressed when you move a layer
but i have tried strl and alt and shift the obvious ones – i just want to move a layer pixel by pixel not two
at a time as it jumps – can this be done please?

With the Move tool selected use the arrow keys. One click equals one pixel. Hold down Shift for ten pixel increments.

If it’s jumping turn off View>Snap.
