Does anyone know how they get that look of white paint scraped over the photo? I tried a texture (grain) filter but that wasn’t it.

There are brushes that exist in paint programs that give a realistic ‘trailing off’ wide brush stroke effect I think you are looking for. If you do not own Painter or Expression3, then you can create your own brush in photoshop. Are you using a Wacom Tablet?

Maybe some combination of the charcoal plug-in and ‘wind.’ I found a lot of tutorial sites by typing ‘Photoshop scraped paint effect’ into my browser.
