Does anyone have links to instructions on how to get the effect of a painting look from a digital photo?

I have seen the drawing effect and sketch effect, but I am looking for that oil painting look.

On the menu bar got to Filter/Artistic/then select the effect you want. It sounds like you want the pallet knife filter.
