JPEG image needs to be sharpened

I have a JPEG image that was saved as a blurred file and sent to me. I want sharpen the image back to its original state. Although the file was saved blurred, can it be restored to its original state? It was a Word doc saved as a JPEG.

Interesting. Why was it blurred? Intentionally? So it could not be reproduced?

In any event, the answer is No. It can’t’ be brought back to its original state.
